You cannot make video calls via WhatsApp messenger. But, you can send your recorded videos or you can send voice messages easily.
If you want to make video calls from your phone, you should download other apps such as Skype, WeChat, Tango etc.

Unfortunately, what apps does not have video calling features.  It is an app just for sms but they made it fun because you can send photos, etc.  just download other apps like viber or skype.  But if you can only use, WhatsApp, maybe voicemail or audio messages can be a good alternative.
