Pitching to Spotify playlist, Spotify has democratizes editors by building a submission form into Spotify for Artists. Spotify allows directors, singers, record labels, and music team members to individually pitch unreleased songs for playlist consideration through Spotify for Artists since July 2018.
It means not every user of Spotify can label pitch on Spotify. It depends on the authorities and what post you have at Spotify. Spotify also is public user. That’s why everyone cannot edit pitch.
Important point to know why you can't edit a label pitch on Spotify Music:
If you're a featured artist on the song you can't pitch it. To feature a different our editors may choose song from your release on their playlist. Only person with admin access can edit a label pitch on Spotify. Admin access to your profile only can see to your profile and see the pitch. Not every team member of Spotify could edit pitch.

If your music sound track is presented in a compilation, then unfortunately you are not able to pitch your track. This is a limitation of Spotify's system. Spotify system have some limitations and compilatins are one of them.
