You can connect your mobile internet to your laptop by creating Hotspot through your smartphone. In Android you can find it in WI-FI setting options.

if you are a smart phone user then you can go to settings>wireless and networks>More settings>Tethering and portable hotspot>portable wi-fi hotspot ON.

Now you enter password on your laptop if asking and then you can get an access to internet through phone.
