I think you mean when was it "accepted"?
It's been at least 10 years now. As I see people get into their cars, dial a number, then tuck the phone between their should and ear while they talk and at the same time back out of parking space in a parking lot, I often wonder how we survived without cell phones.
Many communities in the United States have made it illegal to talk on your cellphone and drive at the same time, but it's like people just can't bare to not talk or text even for a second!
