You have to go to the nearest Reliance service center or office in your area, there you will have to fill up a form if you don't have an aadhaar card and an photo copy of your election card or any other identity card and you will get the sim which will activate within 1 week, free of cost.
But if you have an adhaar card you just have to give adhaar number and your thumb print, the sim will get activate within 24 hours. You don't have to pay a penny
