Definitely. If your location doesn't have Idea 4G availability, you can use any of their 4G plan with 3G. But you'll only get slower data speed. These days telecom companies are competing for providing best 4G plans; so it'll be more profitable if you choose a 4G plan instead of a 3G only plan.
