Best service provider for a visitor to UK?

My wife is coming to the UK in December for 3 weeks and will buy a sim card to use on her visit. Can anyone give me an idea of which sim card, service provider and tariff will be best for her during her stay? She doesn't want to call home, but will use copious amounts of data !!
