In terms of costs, I think the cheapest is iPhone 4, that you can find as second hand or refurbished
All iPhones were stuck to 5MP camera, until the iPhone 6 started the revolution of 8MP. Still some Android-based model include up to 21MP camera, Apple has a long way to reach them
