Is it possible to transfer files from iphone to other device without using itunes ?

Yes, of course. I'm using Leawo iTransfer. I can easily transfer files from iPhone to my PC by drag-and-drop. If you want to transfer files from iPhone to other mobile phone, I will prefer transferring by Bluetooth.

Of course you can. But you would better have a check whether there is DRM protection in your M4V file, which may prevent you from transferring files from iPhone to other devices. Check this article of how to remove DRM from M4V.
