If this is your first time adding a friend, you can just press the Add Friend button to submit a friend request.
If you've previously added a friend, you can go straight to the Friends page by tapping the main icon at the bottom of the screen and selecting the Add Friend icon in the top right corner.
You'll need to fill in your friend's
1) username
2) 4-digit tag in the menu.
Note: Make sure you type your friend's login precisely as it appears on their screen, and double-check capitalization because usernames are case sensitive. Also, make sure there aren't any blank spots.
After typing in your friend's Discord tag and pressing Send Friend Request, a request will be delivered directly to them.
If you can't make a request, it's possible that your friend's Privacy and Safety Settings for who can add them as a Friend need to be changed.
