You can use VSCO Cam.It has a great collection of filters, which are better than those on Instagram. While some filters are free, you'll have to pay for many others.Editing tools include brightness, contrast, saturation, tint, crop, rotate, sharpness, highlights, shadows, among a few others.Works with both iPhones and Android.

I have Pixlr Express on my phone, I used to edit my photos using the web app of Pixlr Express.

It’s really good if you want to add some touch ups to your photos.
