You need to go to Settings, then Safari (or w/e you use), then you will see "Clear History" and "Clear Cookies and Data."
If the letters are blue, that means you can go ahead and clear the data. Press both buttons. If they're grey, that means you've just recently cleared the data, so there isn't anything left to do.
