No, Apple still has not enabled this function in the iPad after several years in the market. Some apps can be downloaded (such as GoodReader or AirFile), which allow iPad users to upload and download files from certain cloud services, but nothing on the iPad currently enables the user to upload anything to websites (regardless of which browser you’re using), other than photos and videos stored in the iPad’s gallery.
