MVNO stands for Mobile Virtual Network Operator and in this concept the MVNO ( Like as Google is planning) will not buy the spectrum license from the govt nor they build their infrastructure such as fible cable network, BTS (cell phone towers), rather they join hands with the any country operator and buy the services from other operator and sell the mobile numbers under their own brand name. Here the backbone is always is of the other operators.
As Google is gaint having huge sum of money and expertise along with them. With these google can offer many services to its subsribers free of cost and hence can excel in the US market.
Although the MVNO was a failure in the India. In India Virgin mobile tied up with Tata Indicom and latter they sold their stake due to regulatory issue.
