I don't quite understand your question. Do you mean does your VOIP service at home also transmit to cellular users that you call? If that's the case, then yes in every case that I've experienced at least.
However, if you're using a VOIP service on your smart phone, you typically have the option of using Cellular or Wireless data. You can choose whichever option best suits your needs.
