This, really varies by provider and situation. If you're trying to get broadband on a telephone line that's owned by a room mate, chances are you can unless the service provider has very strict policies. If you're trying to get broadband service and run a phone line from someone else's house however, I wouldn't recommend doing so. Best bet, call them and explain your situation and ask if it's possible.
