What is the coverage rate related to telecommunication in Romania?

Naturally, big cities are 100% covered in terms of coverage for voice service and internet traffic, but what about the countryside? Is it similarly covered in Romania?

According to a governamental report the broadband Internet access coverage in 30.06.2012 in rural areas was 23.47%, compared to 60.28% in urban areas.

Due to new strategies (like NGN National Plan) and projects (like Ro-NET)  this will increase in 2015 and next years.
