What is the idea of zero rating?

If the idea behind Zero rating is to bring people online, then why isn't it just an introductory offer, limited only to first time customers for a limited period of time?

I guess they did their market research and found the obvious. If they had done so, limit would had been surpassed before offer was officialy announced and after no one would register a paid contract .
