The iCloud use some charges to download complete applications. But not everyone can pay those charges. So, for those people, many of the applications are available on internet. Just open a browser, write the file name and download its .apk version. For example, open google, and write like this: "Pokemon go apk file download". This will start downloading full version of that application.
