I have a family member who moved to Spain a few weeks ago and I’m being asked which provider is the best, but I have no clue. Does anyone have any recommendations for her?

When we vacationed in Spain, we had Telefonica in the hotel and it was really good. I had heard bad things about it that it was state run and that they had a lot of blackouts, but for our two weeks, it was perfect!

For stays superior to 12 months: Movistar is the best option if you know that you are relocating to Madrid for more than 1 year:

    Movistar: get the best quality possible, go for optical fiber (100 Mb instead of 20!), with the new offer of Movistar Fusion, which includes also 500 Min & 1GB data on your mobile for 72,48€ a month.
    If you want cable TV with it with more than 80 channels, add 24,20 € per month
    If you want an additional mobile line with 500 minutes and 1 Gb per month, as well as unlimited text messages, add another 24,20 € per month.

The best for stays shorter than 12 months:
a ) if you have a NIE – Jazztel
…will be your best choice if you are staying in Spain less than 1 year since it is the cheapest by a margin for the 1st year and with no commitment:
   32,90 €/month for 20 Mb, no commitment, then after 31/12 of following year 46,90 € (as of 6/1/2012 – includes 60 minutes to call spanish mobiles)

    36,28 €/month for 12 Mb, no commitment, then after 6 months, 48,08 €.

In the end, if you want to keep the promotional price, you just have to call your provider to ask them for a renewal, and or just tell them that you are going to Orange, and they will renew you the promotional price in 90% of the cases.
Yes, you can get the Ono packages with a passport and without a NIE, but not by the online form – only by calling. They do speak English if you ask for it.
