Yes you can use Viber in desktop. Here’s a link to download it. http://viber.com/desktop
I only use Viber in my phone because it’s the easiest and most handy way of using it. I haven’t tried using it in my laptop though.

In laptop mode, Viber is a little bit slower, but it`s enhanced with more emoticons
One more thing, you will be requested to mention the number you used while registering on the mobile version, before proceeding with the desktop one
