To open a PDF file in Google Docs, first upload the file to Google Drive. Once uploaded, select the file in Google Drive and follow the below steps.
Right click and select “Open With”.
  • Click "Google Docs" from the menu list.
  • Now the PDF will be converted and opened in Google Docs.
  • You can edit or add more content to the file.
  • Once completing the edit, you can download a copy in PDF format. 
  • To download the Google Docs file in PDF format, Go to File menu on Google Docs and click "Download". 
  • Select "PDF document" to download a copy.
You can see the newly added content available in PDF. When you open a highly formatted PDF in google docs, formatting will be lost in Google Docs.
