Yes, Android is an excellent platform for using whatsapp. You can usually get an Android handset, with whatsapp capability, for fairly cheap. If you only want to use whatsapp, then the functionality of the phone is minimal - you basically just need an internet connection. Pretty much any smartphone will be sufficient for your needs.
