It resets your IPhone's network settings. Basically, it let's you start the networking portion of your IPhone fresh so that if it had a corrupt setting then you could clear it and then you can try to connect to a network that you were having issues with. It's very useful when trouble shooting why your device isn't connecting to a network device.
