Generally, while installing the app, Skype automatically synchronize your existing contacts with valuable information, such as people already using the app
You will have to go to Contacts, use the Search function, select the wanted person and start chatting or calling
If that person doesn`t use Skype, you can simply send an invitation and wait to be connected
