I have an iPhone 4 on ios 7.1.2 I have turned on iMessages and activated on both my email and my phone number. I am connected to wifi but all the messages I send are still green and sending as texts. I want to use iMessages because it is free and doesnt use my credit

The receiving party must have an iPhone in order to use the iMessage. It will be green if you send to a non iPhone user.

In addition to the fact that your receiver has to be also an iPhone user, check the wifi connection, probably the signal is weak and that`s why iPhone perceives you as you were on normal traffic
