For desktop, you can also use the old Irfanview, simple, yet efficient

replacing an stock camera application can fix elements of quality like introduce stability checks to remove that smearing you get but it cannot fix what is in the very basic terms bad hardware, the ipad 2 has a bad camera unit, as does the iphone 3gs, 4 and to some degree the 4s iphone 5 they start to get it right.

http://www.joolo.net - better than this hole for mobile devices.

Photo editor application is a very good app indeed. I mainly use the one that came with my Galaxy S4, though. If I want to have some cool effects, I use Instagram.

I`m one of the smartphones` users that enjoy pictures as natural as possible, with no visual effects

Sometimes I find it funny to play with my pictures and I use PhotoWonder`s Decoration function to add various figures and background, as in a drawingWink
