Jailbreaking signifies breaking the idevice from its "jail", which is a metaphor applicable for Unix style systems, e.g. in "FreeBSD jail". A jailbroken iPhone, or iPod Touch/ iPad running iOS may still use the Apple Store, iTunes, & other normal functions, including telephone calls.
