if you want to see when your best friend was active on Instagram firstly you have to turn on your activity status. so turn on your activity status is very simple.
open your Instagram profile page and go to settings like this
now select option "Activity Status " like this
now turn ON activity status like this... in this way you can see others last active time and other people can also see your activity status.
